Blue-prints for sale

Once you gain a Headquarters, you will be offered a chance to buy blue prints for your headquarters. The Paranid (because they are Paranoid), Terran, Yaki or Pirates will not offer any blue prints for sale. You will need at least rank 6 with the race (ie. Federation Guardian) to be offered blue prints.
