Minor patch for X3AP and X3TC

Its been a long time since we seen any updates to X3AP or X3TC, however today ego have released some small patches for both games. Generally the patches add better support for Russian and Chinese languages, although there are some fixes for X3AP:

- Fixed issue where many replacement fighters would spawn at shipyards (existing fighters are removed),
- Fixed issue where captured or boarded ships from war sectors may be removed later
- Fixed duration of subtitles and displayed hints in several languages
- Fixed minor user interface issues
