I only occasionally played with ammo weapons in TC. I was under the impression that ammo weapons used no energy, or at least so little that it was of no consequence.

Currently I'm flying an Oscelot in AP, and it's EBCs act like they're running low on energy, I think it might even say "energy low", but there's no readout on energy % or anything like that.

Is that normal?

The EBC uses energy at a rate of 6MJ/s, and the Ocelot has only a 16MJ/s recharge rate. If you've got 8 EBCs on the the forward array all firing, a depletion of 48MJ/s comes to a lot more energy than the generator can sustain, so you will eventually drain your capacitor. Really, it can only sustain 3 EBCs on continuous fire and even that is pushing it.

Also don't forget that any turrets you have firing will also be draining the energy. The Ocelot is only a TP, so don't be surprised if it doesn't pack much of a punch.

I think all ammo based guns use a small amount of energy, albeit lower than its non-ammo counterpart.
