Same as topic title, and also would this cause my game to be modified?

hmm. you could try editing types/TBackgrounds and change number of particles (I think that may change the dust effect). The other way is to replace the actual dust file ie. nebula_<name>_dust_part0? with one with modified one.

Y i know this one but thing is its not vanilla friendly, meaning it will change the game to modified

When I look at the download link it says TC, but will it work fine in X3AP?
If my mission goal was pissing off the entire ATF fleet, then consider it a success!

probably not, but it should give the idea whats been changed to get rid of the dust.
