Finally this is implemented as well, again Transnote informs us(At Ren Gen) the following:

If you're playing a game of Generals and have a teammate, then there is something to remember.

If you surrender the game, the existing structures will then be controlled by your partner. Perhaps he can keep them, perhaps he can sell them and get some cash.
