Thanks to the Lion from CNC Den for this news, as it turns out that the official Generals ladder is up now! Here's the info:

The C&C Generals Official 1vs1Ladder is here! You can play on the ladder by entering QuickMatch and clicking the Set Up button. Look for the ladder drop down button in this menu. Your 1 vs 1 game results will be sent to the URL indicated in the ladder description. The C&C Generals Ladder Kit that will allow user-made ladders should we available in a few weeks.
