hi there, it sounds like your getting a little confused about the system override software.
The upgrade simply allows you to claim ships without leaving your ship. One word of warning that its a illegal good. So its fairly useless without the jammer. The jammer hides it from police scans.

If I remmeber correctly, in X3 you should be able to get one from a Pirate Base BBS.

The scrambler hides the System Override Software from police scans. So it can be useful.
