The only way I know of that allows you to cap without hurting your rep is an exploit:
Start the boarding op against a ship and wait until your marines have finished hacking the mainframe. Now before they transfer ownership to you tell the ship captain you friendly fired by accident. If he accepts you get your ship handed over without any rep loss. The only rep you loose is for the initial "friendly fire", but that's negligible.

A better way to gain Terran rep real quick is by station building missions. Those Terrans love their weed.

Yes, but make sure to park a ship at all NPC stations you can't replace yourself as GOD will most likely delete them otherwise.

Yeah, Terran EMP rifles are now completely gone from my universe. I haven't seen any other stations go missing.
