Does anyone know where the shipdealer is for the civ. Shipyard there. I was looking for them but not there

They were there at the beginning of the game for me, but they all disappeared the next time I visited. The small/medium ship dealer in Darned Hot Air has also disappeared. And the shipyard at Shady Vault won't build ships for me. Very displeasing. Perhaps you'll have better luck at another shipyard.
