Is rebirth worth playing (now 4.xx) while I wait for X4 to get to 3.0? Steam shows mostly negative reviews and I am assuming for reading the comments here it was because of its horrible unfinished state they released it in.

Yes it is worth playing. The release was a complete trainwreck and most negative reviews were made in the first few months after release. Egosoft since then patched the game up a lot and improved it in many aspects. It has some issues still today but is overall a game worth playing. I recommend buying both DLCs and using mods, since those improve the game even further.
