Phanon and OCV time pressure

I've just started a Litcube run having moderate experience with TC (I've stopped my last playthrough after having several capital ships, boarding some stuff and building space fuel mega-complex). I'm few hours in, doing mostly combat missions in M4 and recently bought M3 (Nova). Since the start I've received 2 communications most likely related to the OCV, also seen some Phanon traders in Argon sectors https://omegle.onl/ vshare.

I didn't make much out of it initially, but recently I went to the mod page to get some info about the features and read about mechanics behind Phanon and OCV. How much 'time-pressured' should I feel about these threats, knowing that these can in the end reach my bases and burn them to the ground? Is their progression tied to my rank or completely independent? I would like to avoid scenario when I take it easy and suddenly wake up in the universe completely dominated by these factions to the point I have no chance to overcome them.
