This usually happens when you accept Kill All Xenon/Xenon Patrol missions and also if you manage to get all 2 at once with major Xenon migration.
Its not hard to achieve this, but huge Xenon migrations are rare.
For example i for once had accepted Kill All Xenon mission and there was already Xenon in the sector (1 M1 and 1 M2 + escorts + Ships from Kill All Xenon mission) it was very hard by my recall of 2.5 million credits + 110 million reward, so its not so hard to achieve this.
Best sectors:
Getsu Fune, Grand Exchange, Zyarth's Dominion (TC only), Black Hole Sun, Thyn's Abyss, Segaris.

Well this was with one mission. In the Shady-B plot the xenon are spawning like crazy in Black Hole Sun. This means you can get some crazy amount of kills. However you need to get the old style xenon invasion mission - the one without commas in the bounty rewards (as this gives much higher rewards).

That's what ive said 
. If you have existing Xenon ships in the sector and you accept the mission the credit rewards will count for every Xenon ship currently in the sector not just the ones from the mission.
