It could be something coded into the mod that affects the graphics in game

But....

It is a CPU issue and specifically amd processors have very low ipc instruction per clock, this was the main reason to go to Intel.
I had an x6 1090t clocked to 3800mhz so I had better ipc from a8 still xrm was average 25-30fps and in heavy fights went down to 13-15fps now using an 3570k at 4ghz no problem.
Try to clock it above 4,5ghz and see what fps can give you, it is an issue with amd and single threaded games even a c2d is faster clock for clock
