Okay I understand you can equip a fighter bay and launch fighters but can you launched NPCs controlled eagles or sidewinders from your ship if your fighter bay or docking bay is big enough?

No...only the 6 ship launched fighters

Or ..get a fleet carrier..not the same but it will carry ALL your ships.

Which brings up a hypothetical...

is it possible to equip a few ships with fighters then launch them all by relanding and changing ships

Well as a kinda new player( only have a type9 and about 90 million credits saved up) I don’t exactly have enough for the anaconda or a fleet carrier. That question is a good one but I think docking would work the same as engaging your FSD I think it would just simply destroy the fighter as you land but I could be wrong.
