*Sorry for the long and mostly pointless post
So I finally decided to give AP another try. I chose one of the Argon starts, Argon Commander or something like that. I don't really feel like trading for my first combat ship and would prefer to do it the other way around. Shoot stuff for my trading ships. Anyway it gives you a pretty nice Nova Prototype with 4x HEPT 2x PAC and max shields with some upgrades already installed. Very nice starter ship to say the least. I disabled the war notices and avoided the plot to build up some cash and get my head back into the game.
There I am 30k credits and my Nova Prototype just roaming around randomly looking for station protect missions. I find a few and quickly notice that there are a lot of ships bailing. Mostly M5s and they usually die from missiles they launched just before bailing (love the increased ship hull btw). I start thinking about quick cash and go looking for pirate ships to steal.
I was finally able to claim an elite from a small group. I sold it locally for a cool 500k credits and bought a few more upgrades and docking computer. Now I know I can take on some nasty groups in my Nova Prototype so I just hop into Moo-kye's Revenge and start attacking 2 large pirate groups. 2x Pirate Carvals with M3 (Nova/Falcon) support. First try I got 2 of the falcons to bail but as I was trying to get them to safety another group came in and killed me with missiles before I could escape. I tried twice more but nothing bailed or I died.
I finally just gave up on that little party until I have something with better speed and more missiles. I was about to jump into Gunne's Crusade when I spotted a small pirate gang in Third Redemption. 2x Nova (Nova + Nova Raider) 1x Falcon 1x Elite. The police didn't seem to want any part of the action so I decided to try and take their ships. My plan was to kill off the Falcon and Elite and focus on making nova's bail. Falcon dies quickly from a tailpipe full of high energy plasma. Before they even react I fire a volley at the elite, it bailed instantly. The nova's start launching hurricane missiles. I burn away from the now empty elite so it doesn't die from the missiles and manage to only take a few missile hits. The nova appears to have been out of hurricanes and starts shooting wasp missiles, thankfully you can just avoid them until they self destruct. I get on the nova and it bails right after its shields drop, but it took a little bit of hull damage from the HEPT bank. The nova raider is still firing hurricanes at me, but the rear turret is doing its job well enough. I'm still holding at about 30% shields and move in to take out the raider just to stop the missile spam. Instead he starts screaming like a little girl and bailed.

I'm not sure what exactly is going on here, but I know for a fact that they did not bail this often in TC, even with a high fight rank. Currently my rank is "Professional" and these pirates just bail like they are playing DiD mode. Very easy starting cash. Soon i'll have enough for a fleet of local traders!

Maybe you got your scary face on?
I had times when they seam to bail quicker than sky-divers, then not for ages. I think its something to do with the not-so random numbers in computers. Sometimes there can feel like there's a pattern too it. Maybe im wrong?

They do seem to be bailing a lot more often. Pirates seem to be really easy to make bail especially if you comm them and threaten them but I've also noticed if I go and make a sweep through a sector like Grand Exchange after the battle dies down there will be several abandoned Xenon ship littering the sector. I've even got a couple Terran Scimitars to bail but sadly till this point I destroyed both accidently before I claimed them.

I know it can make freighters surrender half their cargo if you've already attacked them, and have a high fight rank. You can keep comming them and make them drop more cargo after that too. I didn't know it triggered enemies to bail though, and I'm a bit sceptical of that.

I would of thought the comm system could have been "vamped" in AP.
Not enough communication choices there.
Surrender, where is shipyard/equip dock? And the mission specific sector locator?
Considering the company factions, the race factions, even just general independant traders, where is the chance to warn/trade/even just get some sector gossip?
Relations could be taken into responses, even changing it if you "helped" out some merchie by a pirate warning etc.
But I haven't noticed any increase on capping due to comming, though I do the police scans legit and warn them half a millisecond before lighting them up.

The comm system has been poor, has its not been upgraded since like X2 or X-Tension. I really think they missed some good opportunities with the comm system, like you said smith.

I think it would be good to have an option with traders who are under fire e.g. being attacked by pirates. They could call for help, and then if you then kill pirates you get a greater than normal rep boost. Kind of like the escort missions but more casual, because frankly those are a bitch unless you have some serious artillery.

A couple times I have commed pirate ships to surrender and shortly after more shooting they would bail. probably just a coincedence though because if you comm them all statistically one is bound to bail near the time you comm them hehe. but have never had one respond by bailing thats for sure I usually just get a snide remark.

Yeah, I think its merely coincidence to be honest. I never felt the com system has done anything. Its a shame that we cant script more options in either.
