User registering fixed

Thanks to NetHawk I have fixed a bug that stop new members registering on the site. After entering your details, you would be told that your ip has created 2 users already. Due to some changes, the site wasnt reading the ip and made the field blank.

This issues should be fixed now, so if you tried to register and got that message please re-try! If you ever have problems on the site, please let me know!

[25th, update] oops, when uploading the code I forgot to rem a comment. d'oh! You should be able to register without a problem now. I still havnt figured out why hotmail is blocking the approval email although.
